Vista Ultimate MUI install error code 2
This is by no means like waving a wand and changing everything from French to English. There are two types of language files--and both are partial but either may be what you're looking for. MUI available only in Vista Ultimate and Enterprise are the most extensive--but LIP are available for any edition of Vista.

For what I can see on Vista (English <-> French): The key names under HKLM\Software\Microsoft\WindowsNT\Time Zones are the same. The displayable values are localized (obviously). If so, the only option to change the entire language of the operating system is available in the corporate realm with a specific Multilingual User Interface (MUI). The new Windows Vista Ultimate operating system does offer 15 downloadable language/display packs which allow switch among languages.

If you have Ultimate then search the Microsoft website for the MUI for French -- it may be a global package.

MUI and LIP can be easily confused, but they are two different things. No LIPs have been released for Vista, yet - in any language. The Korean MUI has been available for a few months. If you own a non-Korean language version of Vista (eg English, French, Japanese, etc) and you would like to add a Korean interface
